The aims and principles of normalization and integration of the mentally retarded in Sweden are discussed in terms of implications for services and programs. The historical background of the present care for the mentally handicapped notes legislative actions, responsibilities of the Board of Provisions and County Councils, the development of the national parent association, and the development of planning services and the present five year plan. Data on incidence figures, service recipients, and categories of causation are illustrated by tables. Descriptions of present and proposed Swedish facilities for the retarded include boarding homes, special schools (both residential and non residential), training schools, special classes, residential homes for adults and children, special hospitals, services for retardates with antisocial behavior, hostels, private home care, day nurseries, and sheltered employment. Also cited are concerns of the costs of care, supervisory authorities, the rights of the retardate, psychiatric services, and future needs. (RD)
