This document presents the text of the 1949 Japanese Law for the Welfare of Physically Disabled Persons and brief extracts of later amendments. Sections in Chapter 1 cover definitions, the Advisory Council on Welfare of Physically Disabled Persons, and service providers. Chapter II covers welfare measures such as the physically disabled person's certificate, the examination, rehabilitation counseling, the rehabilitation training allowance, medical care for rehabilitation, designation of medical agency, prosthetic appliances, and vending stands. Rehabilitation institutions are addressed in Chapter III, including standards, rehabilitation centers, custodial care homes, welfare homes, sheltered workshops, the workshop for the manufacture of prosthetic appliances, and braille facilities. Chapter IV presents provisions for reimbursing expenses, with articles on disbursement by local units, disbursement by the prefecture, disbursement by the state, and the shares of the various governmental agencies. Miscellaneous provisions are covered in Chapter V and include supervision and transition provisions. An attachment provides a graded list of degrees of physical disability. (DB)
