To develop nonbureaucratic leadership behavior (and earn prestige among staff members), principals must understand and recognize seven bureaucratic/nonbureaucratic ranges of behavior: stability/activity; intention/distinction; accountability/efficacy; regularity/ variability; intervention/facilitation; control/empowerment; and holism/disaggregation.
