Developed in collaboration with representatives from 20 national health and education organizations, this handbook provides guidance to help school district personnel navigate the many and at times conflicting legal considerations connected to managing student health information. This resource will assist all school officials in developing and implementing policies and administrative procedures that will enable them to confidently protect, use and handle sensitive information appropriately within the scope of their responsibilities. This book gives particular attention to balancing the requirements of the Health Insurance Portability and Accountability Act (HIPAA) with other applicable federal and state laws. Sections include: (1) Introduction (describes various types of student health information and the issues surrounding appropriate and inappropriate use of that information); (2) Legal Framework (discusses the importance of understanding and balancing the various laws that pertain to student health information); (3) Fundamentals for Developing Policies and Procedures (includes the essential foundations, ethical and legal principles, and additional values influencing professional practice); (4) Standards (identifies 8 building blocks of effective policies and procedures, the rationale and critical elements for each standard, and sample language); and (5) Glossary.
