Administrators' Understanding of Special Education Law in the Schoolhouse

Provisions of special education law under the Individuals with Disabilities Education Act are many and complex. During the 2001-2002 school year over 48 million children in the United States, Washington, D.C., and Puerto Rico were enrolled in pre-kindergarten through Grade 12. Parents are becoming increasingly legally literate; the increased number of court cases nationwide clearly indicates that parents are willing to pursue legal remedies. School administrators must have knowledge of special education law and the competence to ensure compliance with it to ensure that students with special needs are being properly served within the classroom. However, this study, designed to ascertain the knowledge base of public elementary, middle, and high school principals, assistant principals, and principal interns in one county in a southeastern state, found their knowledge base to be questionable at best.
