Report of the Council for Exceptional Children's Task Force on Policy Issues Relating to the Management of Students with Communicable Diseases.

How schools can effectively work with exceptional students who have communicable diseases was the focus of an eight-member Task Force appointed by the Council for Exceptional Children (CEC) Governmental Relations Committee. Its report begins with an overview of existing guidelines and defines specific communicable diseases (Hepatitis B, Cytomegalovirus, Herpes simplex, and Acquired Immune Deficiency Syndrome--AIDS). A preamble and basic assumptions are followed by 10 recommendations, among which are the use of multiple mechanisms for collaborative efforts of health/education to disseminate knowledge, and the development of model curricula and/or instructional units to inform students about communicable diseases, modes of transmission, and needed precautions. Appendix A, which comprises a significant portion of the document, consists of an analysis (in chart format) of components associated with communicable diseases. Topics include medical/education agency collaboration, admission and attendance, classification and placement for instructional purposes, student rights, professional rights and protections, continuous management of services and students, interagency communication, and staff/student training. Additional appendices include references and the text of a proposed CEC policy amendment on managing children who have communicable and contagious diseases. (JW)
