Implementing the 1997 IDEA: New Challenges and Opportunities for Serving Students with Emotional/Behavioral Disorders. Highlights from the Forum on the 1997 IDEA (Orlando, Florida, February 20-21, 1998).

This document is comprised of presentations and highlights from a 1997 forum on implementing the 1997 amendments to the Individuals with Disabilities Education Act (IDEA). The forum focused on provisions of IDEA that relate to individualized education program (IEP) requirements in the areas of conduct, social skills, academics, and ways to implement disciplinary requirements with students having emotional or behavioral disorders. Presentations by keynote speakers are included in full and are: (1) "Overview of the 1997 Individuals with Disabilities Education Act" (Eleanor Guetzloe); (2) "Translating the IEP into Practice: Ensuring Positive Outcomes for Students with Emotional and Behavioral Disorders in the Areas of Conduct and Social Skills" (James Fox and others); (3)"Translating the IEP into Practice: Curricular and Instructional Accommodations" (Sarup R. Mathur, J. Ron Nelson, Robert B. Rutherford, Jr.); (4) "Translating the New Discipline Requirements of the 1997 Individuals with Disabilities Education Act into Practice" (Beverley H. Johns); and (5) "Translating Discipline Requirements into Practice through Behavioral Intervention Plans: The Use of the Functional Assessment" (Richard Van Acker). Also included are highlights from forum dialogue groups which discussed the following topics: "Overcoming Systemic Inertia To Achieve the Intent of the 1997 Amendments to IDEA" (L. Juane Heflin and Mary Bailey Estes); "New Challenges and Opportunities for Serving Students with Emotional/Behavioral Disorders" (Maureen A. Conroy and Ellen Wildemann Broom);"It's Deja Vue All Over Again" (Cathy D. Kea and Hank M. Edmonson); "Providing Positive Behavioral Supports for Students with Emotional/Behavioral Disorders" (Mary Beth Noll and Jan E.
