The purpose of sound disciplinary practices and grievance procedures in juvenile detention and correctional facilities is outlined and a philosophy on discipline and grievance procedures is discussed. The use of secure confinement or restriction as a means of treatment, and the effects of restriction are considered. The basics of good discipline are reviewed and components of professionalization of child care workers are discussed. Major characteristics of good child care workers are enumerated. Guidelines for good disciplinary practices are listed. Major and minor rules for residents of juvenile facilities are discussed, specific rules are suggested, and consequences of rule violations are considered. Procedures for handling discipline and for processing major and minor rule violations are described. Sanctions, filing of reports, alternative and informal handling of offenses, and, for major offenses, the disposition process, are discussed. Procedures following criminal misconduct and procedures following emergencies or disruptions are outlined.
