Analysis of Australian national and state policies and reports on adult literacy identified themes and issues: (1) movement from volunteerism to marketization to globalization; (2) fluctuations and reductions in funding; (3) changes in the role of professional associations due to political and educational agendas; and (4) increased ties to employment and training outcomes.
