This chapter of "Principles of School Business Management" presents an overview of risk management for school districts. The chapter first discusses four fundamental elements of risk management: (1) identifying and measuring risks; (2) reducing or eliminating risks; (3) transferring unassumable risks; and (4) assuming remaining risks. The chapter next covers critical legal factors affecting the actions and decisions of risk managers, including state insurance codes and regulations and the insurance clauses in contracts. Appropriate qualifications for risk managers are reviewed. The chapter then considers the basics of insurance: government regulation, insurance contracts, rating bureaus, state licensing, brokers and agents, and district responsibilities. The purposes and essential features of loss control programs are examined next and data collection and job safety efforts are considered. The chapter then reviews the requirements of the Federal Occupational Safety and Health Act (OSHA). The remainder of the chapter describes specific types of insurance, including property, casualty or liability, automobile, self-insurance, and employee benefits (medical, dental, vision, disability, and life). Appendixes present a sample school district policy statement regarding risk, a generic set of rules and regulations for district risk management, a glossary of 91 terms, and descriptions of three types of damage awards.
