Evaluation of the Seattle Public Schools' 1983-84 Re-Entry Program. Report No. 84-13.

This report evaluates the Seattle Public School District's 1983-84 re-entry program for suspended and expelled students in terms of seven expected student behavioral outcomes and Outreach/Intake Services Unit objectives. The program's purpose is to assist these students in improving the attitudes and/or behaviors which lead to disciplinary action. The 1983-84 "triad" re-entry program model placed the program at three sites designed to accommodate the residential patterns of eligible students: Marshall (north), Sharples (southeast), and Boren (southwest). Additional features included expanded enrollment capacity, provisions for academic credit, and establishing the outreach/intake services component. The report also investigates student characteristics (ethnic group, sex, previous school release reason, grade, actual versus nominal grade, living-with status, free and reduced-price lunch program status, school attended prior to suspension/expulsion) and the programs operational aspects (student entry and staffing patterns, and site differences in size, mainstreaming, behavior modification, counseling, special problems of seventh and eighth grade students, and disciplinary action). Short term recommendations are made for student attendance and staffing. Appendices contain: (1) the teacher rating form; (2) Nowicki's and Strickland's Locus of Control Scale for Grades 7-12; (3) 21 tables of student characteristics and program results; and (4) 15 graphs of comparative school site results.
