A Proposal for a New Teacher Evaluation Process for the Delsea Regional School District

This executive position paper proposes recommendations for changes to the teacher evaluation policy and practice in the Delsea Regional School District. These recommendations are based upon best practices and evolving federal and state mandates in this area. A summarization of the current practice is provided along with proposed alternatives and their fiscal impact on the district. Teacher surveys provide relevant data regarding Delsea teachers attitudes toward the current evaluative system as well as opinions on how to establish an improved process. A change model is proposed as the vehicle through which systemic change can occur and a shift in the paradigm in the current culture of evaluation can be realized. All of the recommendations have the end goal of increasing student achievement through the paradigm change of a learning focused evaluation process. Each recommended component addresses a current need or an area with some deficiency within the district. Implementation of any of the suggestions which have a large financial impact on the district are offered with the understanding of the current financial state of the district and, although greatly beneficial, are not necessary to be successful in the change endeavor.
