The nineteenth annual summary of activities provided through Chapter 1 of the Education Consolidation and Improvement Act and its Title I predecessor, this report includes statistics for fiscal 1984, participation trends, instructional impact, expenditure and staffing patterns, parent involvement, and five-year trends. After a brief discussion of the purposes and provisions of Chapter 1, the report (1) explains basic Chapter 1 services offered in Ohio, citing statistics showing one- and five-year statistics indicating that the program helps children become successful learners; and (2) describes special Chapter 1 services provided for the children of migratory agricultural workers and those handicapped, neglected, and delinquent children being educated in state agency schools, again citing statistics indicating the beneficial human impact of these supplemental services provided through federal aid to education. The report concludes with a discussion of the state's leadership role in the program. (FL)
