California's community college system has depended heavily on property taxes, which have been reduced almost 60% by the recent Jarvis-Gann amendment. A statewide study sought some indication of responses to these constraints that might occur in community colleges. Summaries of budget reductions and other actions taken were compiled in 1978 for six community colleges varying in age of institution, total enrollment, geographic locale, and sources of financial support. These summaries indicate that the colleges' major responses were general budget reductions across all programs and activities. Four of the colleges experienced budget reductions ranging from 3.8% to 11.05%; two managed small increases in annual budget. Where reductions were insufficient, colleges cut community-service activities, eliminated evening and weekend classes, spent excess reserves, or deferred major expenditures for maintenance or compliance with federal regulations, e.g., handicapped access provisions. The result, for the present, is roughly the same mix and level of services, although convenience of offerings and college autonomy have been reduced. As salaries will have to increase and state support and enrollments will probably stabilize or decline, it is likely that colleges will have to further reduce services or charge tuition. (Author/DR)
