The Philippines has a population of more than 94 million. In addition, 10 million Filipinos work and live overseas. Filipino talent is ubiquitous overseas, working in offices, universities, hotels and restaurants, factories, shopping malls, theaters and arenas, and private homes around the world. The country's projected high rate of economic growth requires a continuous supply of competent Filipino workers. This means that the need for continuing professional education, training and development (T&D) is critical, both to compensate for workers migrating abroad and to enhance productivity. The government, through its agencies tasked with human resource development, private businesses and nongovernment organizations (NGOs) have driven and propelled the growth of the T&D field in the country for several decades. With its people known for their passion for learning, caring and hospitable service, the quality of human resources in the country is likely to improve significantly given support from both public and private sectors. T&D and lifelong learning are seen as key areas that deserve attention, resources and public policy in order to enhance the country's productivity and competitiveness and improve the life of the people.
