Competency-Based Vocational Education. A Case Study. FEU/PICKUP Project Report.

This document describes a case study of a competency-based vocational education (CBVE) project. An introduction outlines the nature of CBVE and places it in the context of vocational competence. This section also describes a rationale for how CBVE relates to the individual, to access, and to the recognition of previous learning. The features and processes of CBVE and their status are also defined. Section 2 discusses DACUM (Developing a Curriculum) as a highly structured example of CBVE and outlines its main features: occupational analysis, a list of competencies, and a statement of criteria for each competency. Section 3 describes the case study in the Department of Catering Services, Burton upon Trent Technical College, England, which adapted and implemented material developed in Canada. Section 4 reports the reactions of students, tutors, and employers to the CBVE project. It was found that employers liked the CBVE approach for its increased relevance and their participation, the students eventually appreciated the freedom and responsibility it gave them, the results were at least as good as for previous traditionally taught groups, and the results were achieved in one year instead of two. Section 5 reviews the Burton upon Trent pilot study in the light of the Further Education Unit aims. Appendixes include information on CBVE and the DACUM process, results of the student survey, and a staff guide to using the CBVE approach. (YLB)
