This is one of a series of country studies (ED 045 613-20) concerned with the supply of secondary level teachers in English-speaking Africa. It attempts to analyze the problem of teacher supply within the context of the social and economic factors which largely determine its nature and govern potential solutions. The first part of the document considers the economic and social foundations for educational growth under the following main headings: 1) Recent and Prospective Development of Secondary Level Education; 2) The Supply, Utilization, and Production of Local Teachers in Liberia, including a discussion of the reasons for the high level of attrition; 3) The need for Further Expatriate Teachers; and 4) The Need for Action, directed to the Liberian authorities and donor agencies who are jointly concerned in the development of Liberian education. Part 2 consists of a field survey (data obtained from principals and teachers) on the status of the teaching profession, the qualifications of those in teaching for the tasks they are performing, and attrition from or turnover within the profession. Appendixes give details of the Liberian system of education, the number of schools, enrollment totals, expenditures on education, the secondary school curriculum, indicators of Liberian economic development, and teacher salary scales.
