Human Services Data Sharing Project--Monroe County, Rochester, NY.
One of a series of background papers on the effects of new federal approaches to human services in Monroe County, New York, this paper examines the facts, issues, and local impact of changes from l981 to l982 in federal funding of Title XX. The document begins with an overview of the program area, including description of the historical background of Title XX, statistics on services offered, the planning process mandated by New York State, federal revenues supporting the program, and Monroe County's expenditures for each service area. Next described are changes in federal fiscal year 1982 due to the establishment of the Social Services Block Grant and partial ameliorations of decreased funding and requirements by actions of the state government. Next, further changes expected in 1983 as a result of the reduced funding request made by the Reagan administration are outlined. As subsequently described, the effects of changes for clients in fiscal year 1982 included reduced services in the areas of day care, home support, and child protective services. Issues of local policy options, conflicting state mandates, and possible future focii of the Human Data Sharing Project are discussed in the final pages. (CB)
