The June, 1972 Federal Communications Commission's (FCC) decision allowed an "open skies" policy in regard to domestic communication satellites and raised Liberal opposition to a situation where exclusive and unchecked communications power is now in the hands of private entrepreneurs, primarily the big Defense Department oriented aerospace contractors. This report briefly analyzes the implications of the landmark FCC decision. It also reviews the history and military development of domestic satellites and the business viewpoint toward them. The report is very critical of the FCC, claiming that its decision disregarded its public responsibility and implies that the FCC action represents a dereliction of duty--"that is, perhaps the greatest betrayal of the public interest in the history of American telecommunications."
