Most educational reform has attempted improvement through a rearrangement of supporting factors, but without dealing directly with the basic element in the system, i.e., the curriculum and content. A new educational fabric, which emphasizes learning as a process, information organized around relevant problems, and open-ended learning programs, must be created. (RM)
