When a jury convicted a Tennessee professor this month of illegally exporting information to foreign countries via his graduate students and a trip to China, it sent a message to colleges that they need to scrupulously monitor their faculty members' research and their compliance with the often confusing universe of export-control regulations. In the recent case, J. Reece Roth, a professor emeritus of electrical and computer engineering at the University of Tennessee at Knoxville, was found guilty of conspiring to unlawfully export "defense articles" to a Chinese citizen, defrauding his university by illegally exporting sensitive information, and violating the Arms Export Control Act, the federal law governing trade in defense-related hardware and information. The jury found that he had violated the law by providing information to two graduate students--one of them Chinese, the other Iranian--who worked with him, and by carrying information about the project on a computer to China. This article discusses how this case should make academe pay closer attention to export controls.
