A relational data system (RDS) is one that has the capability not only to retrieve specific facts but also the ability to deduce facts that are implicit rather than explicit in the data base. The study investigated the application of RDS technology to intelligence data processing. RDS technology and the nature of intelligence data processing are both described in some detail. Specific criteria for evaluating an RDS system in an intelligence application are developed. RDS technology is compared with that of conventional data management. A detailed survey of eight experimental relational data systems is presented which includes a critique of their capabilities with respect to intelligence applications. Significant conclusions are that there are still gaps in the technology that must be filled before successful applications to intelligence data processing problems may be made and that there is very little practical experience with the use of these systems.
