This booklet is one of a series on world issues that investigates East-West relations in Europe by addressing important questions and dilemmas. These include: (1) What are the goals of the European countries in their relations with one another? (2) How do they view the division of Europe, its origins and its consequences? (3) To what extent are the goals of the East and West European states in conflict with the interests of their superpower allies? Chapter 1 describes how and why Europe is divided. Topics emphasized include the structure of a divided Europe, the economic division, and the social and cultural division of Europe. Chapter 2 analyzes the notion of a divided Germany living at the heart of a divided Europe. Topics within the chapter include the evolution of the German question, the persistence of West Germany's Eastern polices, and various contemporary perspectives on the German question. Chapter 3 describes strategies for overcoming the division of Europe. These include a discussion of Europe between the superpowers, a modified European Security System, and moving toward change through multilateral and bilateral links. Chapter 4 investigates future issues and implications. The "Talking It Over" section offers questions for students and discussion groups. The report includes maps, graphs, and a reading list. (RSL)
