Equity and efficiency questions indicated that the state cannot afford unlimited-cut policies in universities without compensation for the wastes involved. The cross-sectional data showed that absences affect grades adversely. A method is herein outlined whereby absentee students compensate the state for its losses in proportion to their unexcused absences. (Author)
