Third-Party Evaluation 1977-1978 of the ACCTion Consortium: A Technical Assistance Project for Two-Year Institutions. Volume I.
Enterprises for New Directions, Inc., Washington, DC.
In accordance with federally mandated evaluation requirements, Enterprises for New Directions (END), Inc., was requested to conduct a summative external evaluation of the 1977-78 Association of Community College Trustees (ACCTion) Consortium. The Consortium consists of 114 two-year colleges nationwide which receive technical assistance through Title III of the Higher Education Act. Activities are coordinated through four regional centers, each with a specific topic area, including community services, instruction, resource development, and student development services. This report presents results of the END evaluation based on surveys of professional staff at the Centers and at participating institutions, chief campus administrative officers, and ACCTion Coordinators; sample interviews with Coordinators and administrative officers; site visits; and observations of meetings and activities. General findings are presented for the project as a whole and for each regional center. Center evaluations cover: (1) objectives and degree of attainment; (2) scope of services; (3) needs assessment; (4) assessment of services and delivery systems; (5) institutional overviews; (6) significance of various institutional variables; and (7) suggestions for change. The report also includes a history of the Consortium, implementation design for the evaluation, and recommendations. (DR)
