This Energy Alert deals specifically with Public Law 95-619, the National Energy Conservation Policy Act of 1978 (NECPA). Title III, Part 1 of NECPA authorizes $900 million over a three-year period for grants to schools and hospitals for energy audits, technical assistance and energy conservation projects. This publication attempts to inform school and hospital administrators about NECPA.
