Energy Conservation: An Examination of Energy Conservation Mechanisms As They Relate to School Districts in Region XI.

This report attempts to supply information on energy conservation mechanisms that can be employed in schools to the public schools of Minnesota. The report begins by presenting guidelines for developing an energy conservation plan. The two models include the concept of Total Educational Energy Management as developed by the Colorado Department of Education, and a program for energy management developed by the Council of Educational Facility Planners which was instituted in Minneapolis in 1974. The report then examines methods available to districts for identifying excessive and unnecessary energy use in school buildings. The three methods examined include: (1) a computer simulation model (PSECS) developed by Educational Facilities laboratories; (2) the Mini-Audit System developed by the Minnesota Energy Agency; and (3) an extensive Maxi-Audit that can be performed by engineering firms. The third section of this report examines operational, maintenance and retrofitting measures that can be used by school districts to conserve energy. (Author/MR)
