The Impacts of the WIA One-Stop Center Model on Local Training Services

This study examined the Workforce Investment Act (WIA) One-Stop Center model, which is the local service mechanism for providing employment and training services. It reviewed the processes and service patterns of four program designs that offer an array of services that align with the WIA program's allowable activities. The purpose of the study was to determine the impacts of the One-Stop Center model on the provision of local training services and make recommendations to expand and enhance local service strategies. Data was gathered to document the changes in the provision of training services since the deployment of the One-Stop Center model with frontline workers being interviewed in order to further expand the study's understanding on the factors that contribute to the level of local training services. This study documents the historical trends in the provision of local training services and offers suggestions to reach the next generation of workforce development solutions.
