Comparisons and Projections: The Teachers' Superannuation Fund in Relation to Public Sector Pension Plans.

Data on public sector superannuation plans in Ontario provide the basis for this examination of the current situation regarding the pension funds for public employees and teachers. The report describes and compares the employee/employer contributions, basic benefits, rates of return, and ratio of beneficiaries to contributors in various public retirement plans. Projections for contributor/beneficiary ratios and for the operation of the teachers' fund until 2001 are used to form simulation models. On this base, the authors construct three scenarios--most likely, pessimistic, and optimistic. All three scenarios suggest that the teachers' fund is sound, provided that the provincial government maintains interest payments on contributions. With reservations, the authors state that some improvement in teacher benefits could be provided to mitigate the effects of retrenchment. Changes in the structure of administration of the plan could result in eventual increased demand for funding and a higher degree of government involvement in setting salaries and benefits.
