This study of the effects of emigrant labor in Europe is focused on the statistics of the homeward flows of migrant labor. The 1966-67 economic recession led to a steep decline in the employment of foreigners and a corresponding increase in the number of returnees home. Cyclicall-determined homeward flows were substantial and numerous and therefore very different from normal or habitual returns. Italian emigration is one of the largest constant proportions of emigration and repatriation and in most cases the returns followed a short period of work abroad. The successful emigrants in any country are the active, enterprising, and more physically fit for hard work. The effects of cyclically-determined returns to homelands, even when they involved tens of thousands of workers, proved to be little different, in the final analysis, from the regular and normal flows, taking the form of prolonged holidays at home.
