The School Planning, Evaluation, and Communication System (SPECS) is an overall design for districtwide program assessment and development. It is both a way of interrelating planning and evaluation of individual programs and a way of comparing the outcomes of all district programs with the district's community-defined educational goals. This companion booklet to the Component Four implementation booklet describes in detail how personnel in a particular school district successfully developed and implemented a strategy for involving representatives of their community in identifying broad educational expectations, including the processes used to plan the strategy, the activities carried out during implementation, and the resulting product. Strategy planning included three preliminary planning sessions, identification and organization of a steering committee, and development of a detailed goal definition strategy. Implementation activities included meetings of a community advisory committee, administration of an opinion poll, and use of response forms. The resulting product of these activities is the completed hierarchy of community-defined educational goals reproduced here. Based on actual experiences in South Lane School District (Oregon), the strategy is presented here to illustrate one of many possible approaches to implementing Component Four. (Author/JM)
