To determine the effects of raising the legal drinking age on the drinking patterns of college students, especially those whose status changed from legal to illegal, a survey was designed and administered to college students before and after the legal drinking age was changed from 19 to 21. College students (N=799) completed surveys in April of 1986; the drinking age changed in September of 1986; and students (N=373) completed the survey in December of the same year. The results indicated no significant differences in the rates of consumption, intoxication, or other drug use. While there was no significant decrease in vandalism, fighting, or legal and academic problems associated with usage, there was an increase in the number of students reporting that they drove after drinking excessively. Emphasis on alcohol usage in social settings did not decrease. There was a significant decrease in drinking in controlled settings after the change, with a corresponding trend for increased consumption at private parties, place of residence, and in moving vehicles. Within certain groups, an increase was observed in peer pressure to drink and in requests by minors to be provided with alcohol. A trend toward an increased need for alcohol education was also noted, especially related to issues of third-party liability and alternative party-planning. A longitudinal study will be completed in April, 1987 when the initial administration group participates in a follow-up administration.
