The report is organized into three sections. Section 1, "Attendance and Organization of Work," is a general summary giving information on place and date, attendance, election of officers, and agenda, and summarizing the opening meeting, the consideration and adoption of the final report, and the closing meeting. Section 2, "Summary of Debates," includes two statements assessing the implementation of the Regional Plan of Action and noting the actions taken in regard to two other agenda items, orientations for future policies complementary to the Plan, and examination of a global framework guideline. Section 3, "Decisions, Recommendations, and Resolutions," covers the meeting's actions in regard to peace solidarity efforts, Latin America and Caribbean Youth Decade, measures for eliminating drug traffic, and regional youth problems. Also included is an appendix explaining and describing proposed policies to complement the Regional Plan of Action. (TRS)
