Chapter I Early Childhood Education Program: Year End Evaluation Report, July 1984.

This year-end evaluation report concludes the twelfth year of operation of the Chapter I Early Childhood Education (Preschool) Program in Portland, Oregon, public schools. The purpose of the preschool program is to provide educationally disadvantaged children with the experiences needed to ameliorate their disadvantages. The report is prepared largely as a narrative supplement to statistical report forms used by the Chapter I evaluation and is organized into four main sections: brief introduction, description of the program, discussion of evaluation methodology and findings, and report of the follow-up study of former program students in kindergarten and third grade. Program description covers the organization of the program, characteristics of the student population, recruitment and attendance, facilities and learning materials, daily educational activities, and project costs. Evaluation information is organized according to program goals in the areas of language, arithmetic, small motor skills, and social skills. (The Record of Goals Mastery was used in the fall and spring to record achievements in these areas.) The follow-up study used comparison groups matched according to school, grade, sex, ethnic group, and, to the extent possible, month of birth. Results suggested that preschool interventions appear to produce positive results when assessments are made soon after the preschool experience, but that these advantages apparently are not well sustained when assessments are made in later years.
