Two papers examine vocational training, special education, and government services for the disabled in the Netherlands. Originally presented at a convention poster session of the 16th World Congress of Rehabilitation International, the first paper focuses on the national institute at Werkenrode which provides a residential practice-based education for physically disabled young people up to the age of 25. Vocational training is provided in administration, printing, and horticulture. Practical training is provided both at the institute and in the individual's home community. Job placement was 100% for pupils completing the approximately 18-month program in 1987. In addition, the institute conducts a secondary school for 190 students with disabilities. The institute also plays a role in changing public attitudes toward the disabled and in supporting research. The second paper reviews services for the disabled noting the role of the government, regional assistance, and the private sector. The variety of living arrangements provided is summarized as are transport accommodations, leisure activities, the role of work, sheltered workshops, early detection, special education, and vocational training. Current issues addressed include a decline in resources, increased government rules, and automation. (DB)
