Student Destination Surveys: Design and Development of an Instrument for Use by TAFE Agencies.

The development of the student destination survey instrument was a response to an identified need for a tool to measure the effectiveness of Technical and Further Education (TAFE) programs in Australia. The requirement was for a tool that was flexible in accommodating changing course structures and consistent across state and territory boundaries. An issues paper identified six major issues that were constructive in determining the direction of the research. The instrument was designed as a direct mail questionnaire that could be used for telephone surveys; both methods were tested. The questionnaire was redeveloped and reconstructed. The 163 total responses received from the 470 students sampled through both the mail and telephone sampling comprised a statistically viable 35 percent response rate. The data entry and trial analyses (frequencies, cross-tabulations, and correlations) were used to diagnose further problems in the questionnaire. A number of apparent difficulties were identified and addressed by the modification of the questionnaire to produce the final version.
