This document is the result of a 1977-78 study by the department of educational administration, Arizona State University, to identify and field test competencies determined to be essential in four community education roles: superintendent, district coordinator, principal, and building level director. The monograph discusses the question of role definition and performance evaluation as primary administrative tools. It shows how these tools affect administrative processes like planning, organizing, and controlling, and how they are basic to the health of an organization in such areas as role clarification, role conflict resolution, evaluation, and staff development. Chapter 2 discusses concepts, Chapter 3 the rationale and plan of the project, Chapter 4 the methodologies, and Chapter 5 the summary and recommendations. Two appendices at the end reproduce the ideal profile rankings and the superintendents' ratings of training. (Author/LD)
