Effectiveness of Cyber Charter Schools: A Review of Research on Learnings

Cyber charter schools in the United States have attracted considerable interest for students and families as alternatives to other public schools, as well as from policymakers. As charter school laws are enacted state-by-state, the climate for charter schools, including cyber charters grows more favorable. As of 2008, over 4500 charter schools have opened in the United States, and approximately 180 of them are cyber charter schools located in 25 states, according to the Center for Education Reform (2009). The increase in cyber charter schools since the first one opened in 1994 has been steady and dramatic. Interest in cyber charter schools has far outpaced research into their academic effectiveness. A recent review of virtual schooling literature published between 1997 and 2008 resulted in 226 reports, 26% of which addressed cyber charter schools. Only five of those reports described studies or evaluations of student learning in cyber charter schools. After a review of the research, this article proposes a research agenda for deeper understanding of student performance in cyber charter schools. (Contains 2 figures.)
