Local Government and Rural Service Barriers to Economic Development in Colombia.

This study examines how public factors of production fit into the production process and also determines the degree of scarcity of these factors in a rural area of Colombia. Suggestions are offered by which public factors might be increased or improved by institutional reorganization and modern administration in cases where they are found to be scarce. The six main categories of rural services considered in this study are: (1) educational facilities, (2) health facilities, (3) roads, (4) public facilities, (5) local government facilities, and (6) agricultural services. The study explains why public factors of production fit as much into resource allocation decisions as do traditional factors, and then reports the results of the study in one rural area giving actual levels and limits of public factor inputs. Public service is contrasted between rural and urban areas and the disparity points out the extreme neglect of the rural areas. (RL)
