Superintendent Leadership: Focusing on District Culture

This report describes a problem-based learning project focusing on superintendent leadership and stakeholder influence of school district culture. Current research findings suggest the importance of superintendent leadership in assessing, influencing, and enhancing school district culture. Multiple scholars wrote literature in the area of organizational culture. However, the research in educational culture was limited. The team identified Edgar Schein as the leading expert in organizational culture and adapted his recommendations to school district culture. The project team read foundational literature in the field of organizational culture and identified four constructs to guide superintendent leadership in school district culture. The constructs include: superintendent knowledge of a clearly defined school district culture, practices leading school district culture, assessing school district culture, and enhancing and changing school district culture. These constructs build a foundation for culture to assist in student achievement and staff productivity. Scholars suggest culture has multiple layers and components. These components need to be in alignment for the success of the organization. The team interviewed superintendents from one metropolitan area to gather information and analyze responses in regards to school district culture. This analysis determined if superintendents possessed knowledge and practices of school district culture resulting in recommendations made to four audiences; superintendents, members of district school boards, leaders in institutions of higher learning, and policy makers in state departments of education. The purpose of the recommendations was to improve superintendents' knowledge and practice in leading school district culture.
