A learner verification and revision (LVR) process attempts to discover difficulties learners experience in using instructional materials and to formulate possible ways of modifying the instructional materials to eliminate the difficulties. It is a means of ensuring useful learner input into the prepublication development and postpublication modification or revision of instructional materials. If LVR is to be done, then there is a need for legal standards concerning both the process itself and other legal relationships affected by the process. Seven specific needs for alternative model legal standards on LVR are identified. These needs deal with protecting the publisher and the educator, controlling the cost of the process, and preventing LVR from becoming a subject of competition for sales among the publishers. The alternative model legal standards (accompanied by interpretive comments) have been written in the form of legislation. It would be possible to use more general statutory language so long as the language was sufficient to empower an enforcement or assessment agency to address all the relevant issues in regulations.
