A study of 123 "survivors" of corporate downsizing and 13 senior managers indicated that the organization lacked a coherent career development plan and the performance management/appraisal process was inadequate. Managers perceived lateral transfers as effective; some employees felt they undermined career progression. Employees thought that management targeted an elite group for career development.
