A subcommittee of the Association of Collegiate Schools of Planning (ACSP) was charged with the task of developing a national agenda for America's cities and regions. This report consists of the working paper developed by the co-chairs of the subcommittee and the position papers committee members produced. It is intended to be a starting point for discussion among the Association's members. The following papers are included: (1) "Reshaping America's Urban Agenda" (J. Eugene Grigsby, III and David R.
