This report presents the requirements and plans for providing public telecommunications services for the city of Columbus. Included are a description and analysis of potential applications of public telecommunications services in the community; the design requirements and system specifications for a two-way cable interconnect linking a government telecommunications facility with each of the four cable system headends; the construction, installation, and test specifications for the interconnect system; an implementation plan and schedule for procurement and construction of the system; an estimate of the cost to construct the system; and a 5-year facilities plan for construction, operation, maintenance, and program production for the government telecommunications facility. The appendices include recommendations for public telecommunication policy structure in Columbus and construction, installation, and test specifications. (CHC)
