Cyber crime is a term used to describe the abuse and misuse of a computer system where it is at a loss for someone across the world. It also refers to crimes committed by, or with computers via the Internet or only accessing a computer, is to steal or manipulate information of a company or a person and to use as a means for traditional such as fraud, money laundering and drug trafficking crimes. At the end of the first decade of the 21st century, the cyber crime has become a big business globally. There is clearly a considerable increase with a tendency towards further increase of complaints of crimes by computers with the passing of the years. Currently, there is no empirical evidence to show if the perception of the different social sectors on the cyber crime influence on confidence in the development of policies, strategies and the allocation of fiscal and human resources to combat it, in Puerto Rico. Through the literature review, we identified the types of perception could be influenced by social sector, confidence in the development of policies, strategies and the allocation of fiscal and human resources to combat cyber crime and integrated into a model. We used a questionnaire as a tool of study with the purpose of knowing the general perception, acceptance, danger and confidence of cyber crime to different social sectors. The questionnaire was administered through a Web page in December of 2011, 238 professionals from the police, legal, legislative, private and educational sector of the metropolitan area of Puerto Rico. The results indicate that the perceptions of the social sectors that influence the development of policies, strategies and the allocation of human and fiscal resources to combat cyber crime are the perception of danger, general perception of the seriousness of traditional crimes versus cyber crime and confidence. The influence of trust can be moderated by the income and victimization. Also the general perception of the seriousness of traditional crimes versus the cyber crime can be moderated by the age and victimization.
