Assesses results of attitudinal racism in White institutions through examination (by race and sex) of college experience of the civilian labor force for 1977-79. Asserts that a lack of increased Black enrollment and retention rates demonstrate the need for a collective effort to raise the national consciousness in support of equal opportunity. (ML)
