This proceedings contains the full texts of five keynote speeches: "The Continuing Challenge of the Disadvantaged Student" by Nolen Ellison; "Fostering Creativity in the Teaching-Learning Process" by Norman Watson; "From Junior College to Community College and the Significance of the Change" by John Dunn; Robert Heinich's "From Learning Theory to Instructional Theory;" and K. Patricia Cross's "What Would Happen If...?", discussing college goals and maximum learning for every student. Abstracts of 20 additional papers are presented.
