A Management Development and Training Program has been developed by the Higher Education Management Institute to improve the overall functioning of higher education organizations. The Institute believes management development and training can: add to individuals' knowledge and skills, increase awareness of management processes and systems; identify prospective managers; and institutionalize management development and training for organizational improvement. The program's design and process are based on the knowledge gained in a pilot project involving college and universities. The state-of-the-art in management development and training was determined through a review of current approaches; collection of vendor catalogs and training materials from 200 publishers and vendors, literature searches focusing on management positions on academic, business, community, and student affairs; and a literature review of theories of organizational functioning and human effectiveness in organizations. Program activities are outlined for the following five phases of the program: introduction, needs assessment, action planning, implementation, and evaluation. Appendices include a bibliography, program participation agreement, summary survey data, confidentiality policy concerning survey-guided needs assessment data and reports, titles and major topics of program modules, and sample modules.
