This guide identifies the major opportunities for participation under the 1976 Federal Water Pollution Control Act Amendments for citizens concerned with the improvement of water quality. The book is aimed primarily at fulfilling the direct needs of citizens at all levels. In addition to an explanation of the law and implementing regulations, this book analyzes the reasons behind certain decisions and points out a variety of political, economic and institutional pressures that have resulted in a given set of decisions. There are eleven appendices at the end of the guide. They include a discussion of public participation in water pollution control, preparation of environmental impact statements, program grants, preparation of management plans, and state program elements necessary for participation in National Pollutant Discharge Elimination System (NPDES).
