Responding to Changes in Building Legislation. Updating Training for the Building Regulations 1985 and Supporting Documents.

A project sought to develop a means of updating and retraining those required to comply with Britain's 1985 Building Regulations, which are substantially different from the previous ones in regard to procedures and technical content. The training needs analysis conducted indicated that the new training should be flexible and use practical and easily understood materials and methods. Consequently, three blocks of training were developed, each of which is virtually self-contained and concentrates on particular aspects of the Building Regulations, so that trainees may select some or all of the blocks according to their individual needs. Six kinds of training materials were produced: (1) short learning modules based on the regulations, in which all the information was provided for answering set questions in a self-contained learning package; (2) case studies; (3) questions and answers based on the regulations, which can be used for self-assessment; (4) slides illustrating the regulations in practice; (5) illustrative reference materials; and (6) trainer's notes. A course based on these materials was pilot tested with a group of practicing architects, builders, civil engineers, and fire officers. Courses have generally been oversubscribed, reflecting the success of the concept of the project. The project suggests that short updating courses to match the changing building legislation can be provided only through cooperation between colleges and the local building control department.
